2020年、COVID-19パンデミックの間、STAY HOME の一方で、DV被害者が外に出る機会を失ってしまったために、欧州ではDVが激増しました。
これに真っ先に取り組んだのがスペインで、アンダル州政府が州内680の薬局に対し、特別なコード「Facemask 19」を用いて、家庭内暴力の被害者への支援に協力するよう要請しました。

DV被害者は地域薬局に駆け込み、「Mask19をください」というワードでヘルプの合図を伝えることで、DVの被害の通報を手助けし、必要なところにつなげるとりくみとしての、Mascarilla-19（Mask19,Facemask19）という取り組みが始まりました。
この動きは瞬く間に、フランスなど欧州各国に広がり、職能団体や業界団体が国との協力の下にさまざまな取り組みが行わました。

調べたところ、残念なことに国によるこの取り組みはパンデミック対策の解除に伴い、2024年11月3日で終了。
現在は、英国内の6,000以上の薬局、銀行、住宅金融組合で Safe Spaces scheme として継続しているそうです。
そして現在、自殺対策をも加えた Lifeguard Pharmacy という取り組みが模索されています。（→TOPICS 2025.05.01 ライフガード・ファーマシー（Lifeguard Pharmacy）とは）
一方、アイルランドでは、業界団体のIrish Pharmacy Union (IPU）が、2022年7月にDVを経験している人に、地域薬局が電話や地域の支援サービスの連絡先を提供する、domestic abuse support serviceとして Safe Pharmacy という取り組みを開始しています。

Safe Pharmacyは2022年7月に開始され、全国に1,087の参加薬局があり、domestic abuse を経験している人に安全で安心な場所で支援を求めることができます。
薬局では、個室の相談室で電話を利用できるほか、地域の支援サービスの連絡先を知ることができます。
このサービスにより、被害者は、例えば家族、地元の domestic abuse 専門サービス、警察（An Garda Síochána）に重要な電話をかけることができます。
「このイニシアチブの重要な強みは、セクターを超えた強力なパートナーシップの構築であり、今回の受賞は、このようなアプローチが重要かつ効果的であることを評価されたものです。
IPUの事務局長代理であるデレク・ライリー氏は、「私たちは、非常に多くの薬局がこの全国的な取り組みに参加することを選択したことを誇りに思います。
地域薬局でこんなこともしているの？と思うかもしれませんが、新たな取り組みとして理解しておく必要があるでしょう。
